So who’s supposed to sit in the chair?

OK…so I’m minding my own business–actually tending to my own business if you know what I mean, in the Caribou Coffee shop in Minneapolis, MN. Nice place. But when I went in the bathroom…the staff had been so kind as to set a chair right there next to the toilet. Hmmm. I wonder who they intended to sit in that chair.
I’ve known women to make going to the bathroom a very social occassion. But guys? Come on. I’d rather be alone. I can’t imagine a scenario with two guys sitting in this coffee shop bathroom…one on the toilet and one in the chair just chatting. Maybe that’s where you wait for the toilet when it’s in use or when all the seats are taken in the shop there is additional seating in the men’s…
For obvious reasons I didn’t check the women’s restroom. I wonder if they had a chair too?
